
To improve perceived and actual safety in its public transport system, Gdansk decided to install a video surveillance system and develop alternative ways to deal with offenders.
Implementing sustainable mobility

Vandalism is a problem in many large cities. Gdansk wants to addresses this through a measure that aims to reduce acts of vandalism and bad behaviour in public transport and public transport areas.
The objectives of the measure are to:
>> Enhance and promote the use of public transport by improving the actual and perceived level of security;
>> Increase the modal split towards sustainable modes;
>> Reduce acts of bad behaviour and vandalism; and
>> Develop a new strategy for liaisons between public transport drivers, the police, the operating company and the city hall.
The measure consists of an assessment of the current situation to identify key areas to protect from vandalism and bad behaviour. Video surveillance systems will help to prevent and intervene in misconduct. The city will also collaborate with the police, schools and other authorities to develop methods to deal with offenders. There will be ongoing evaluation of the measure and large-scale surveys before implementation and at the end of the project.
How is the measure progressing
The measure started off with a baseline study that determined the type, level and cost of vandalism. The assessment was completed in 2009. Based on this, the city identified areas for implementation. In 2010, Gdansk purchased 38 video cameras that were installed on a rolling basis at bus and tram stops, interchanges and tunnels in the city centre. In the next phase of the project, a procedure for monitoring images from the cameras will be devised and methods for dealing with offenders will be developed. Gdansk has launched a second tender for the purchase and installation of eight monitoring sets for a newly designated area. Impacts are monitored through surveys with offenders and the general public.
What are the expected results of the measure
Gdanks expects from this measure:
>> Fewer acts of bad behaviour and vandalism;
>> Increased levels of perceived security and safety; and
>> An increased modal share of public transport.
